These pages describe different vocabulary serializations that could be used for the w3photo project. An additional spec? Not really. Most of the terms can indeed be taken from existing vocabularies. The specs on this site are basically just aggregating the classes and properties we need for the desired w3photo annotations. Maybe this can ease participation a little bit. With an integrated OWL spec we are able to describe the relations between the different vocabularies (mappings) and we can add project-specific information. Last but not least, we can offer OWL-friendly serializations of the ontology this way. As a temporary solution I'm using a dummy namespace (prefixed w3photo) in order to be able to include those terms that are still homeless (e.g. boundingBox).
